[new section] - Workflow to integrate sub menu such as mail template and tasks

Reorganize everything linked to workflow to their own section. That is from a GUI perspective.

The overall new structure would look like this :

• configuration/backend -> containing all the backend configuration. (actual config dir becomes backend). Basically containing all the backend of plugins only.
• configuration/subscription (historic)
• configuration/gpg (historic)
• configuration/core -> containing recovery/snapshot/configInLdap...
• workflow/ -> containing tasks and mailtemplate.

Change the following in plugins configuration/config -> configuration/backend admin -> management

PluginManager needs change from config -> backend Admin to management

Update the dev-manual with the sections numbering. Workflow is now using section number 29, mailTemplate plPriority 1

update the dev-tools Core baseline to put back the error listing correctly.

PHPstan reminder : configuration/subscription is now in configuration/core without the subscription name folder.

Second MR is to resolve an issue with subscriptions class (from core) that changed to licenceInfo.inc

Static call are obvisouly different.
