The tabs for sinaps is always activated

When the sinaps plugin is installed the sinaps tab is always activated on the user

Steps to Reproduce

1. install sinaps plugin
2. go to a user
3. see the tab activated

Expected behavior:

tabs should only be activated for the users needed in sinaps synchronisation if possible ?

Actual behavior:

sinaps tab is always activated

Reproduces how often:

100% time

This tab is here to run the sinaps acquisition when a user is modified.

Why and when should it be disabled?

hello @MCMic,

its more of a question to be consistent with the other part of fusiondirectory. As i understand it there is no selection of users that can or cannot be synchronized with sinaps for the moment.

if its to be activated all the time for technical reason at the moment we should do something about #5892 (closed) then.
