We need a plugin to handle user subscriptions to newsletters.

Your comment says the opposite of what the code is doing. Also, I did not see the point of having this tab deactivated as it can be left empty anyway.

yes the comment should be removed.

By default i prefer to have the activating / desaction button everywhere to be compliant on all the software
