document the ipam plugin

due to the work done for network radius we now have an ipam plugin that need to be documented

hello @ppenati,

in Functionalities we should add an explanation about the vlan section that appears into system when the ipam plugin is installed

the functionality is like this :

• if you select a vlan, the network subnet will be restricted to the vlan contained in this subnet
• the add ip button allow you to add automatically a free ip in the subnet selected
