[Integrator] - Create MailLib to be used by orchestrator instead of the mailController.

The concept is generic, keeping Orchestrator by routing and handling responses as a pure REST service. Meanwhile, triggering required libraries to perform the job.

Libraries, being as generic as possible (with potential iteration and evolution), allows REST and potential CLI command to be run in parallel.
