[LdapApplication] - Properties configFilePath and secretsFilePath should be retrieve from a new library

Some tools are requiring to fetch some data directly from variables file within FusionDirectory. In order to smooth out this process, a new library should tackle this.

On top of it, a few codes presents in tools could be refactored within that library.

This would actually resolve quite a lot of small issues and render the code a bit more maintainable.
