Creation of new console tool - Mail Template Retrieval

A console tool must be developed in order to retrieve mail templates. Retrieval format "To be defined".

Actual behavior

Requires development.

Expected behavior

The console tool is able to retrieve the list of mail template associated with a task defined if put in argument, it can also retrieve a mail template directly.

Step by step description of new behavior

1. Open terminal.
2. Launch "Mail Template Retrieval" with a named tasks as argument or a named template.
   1. Min of two options must be available, plugin task being a plugin.
3. Mail templates retrieved and saved in a proper format.

Closing this issue after a complete rework of the logical structure of Mail Template. More tickets/issues will be created for the project.

A new concept of task is going to be defined allowing proper management of different mail objects.
