Add PHPCompatibility check to CI

This will make sure an FD version does not use PHP syntax which is newer than the minimum PHP version for this FD version.

This will avoid problems like https://gitlab.fusiondirectory.org/fusiondirectory/fd/-/issues/6115 and fd-plugins#6111 (comment 107830)

added PJ1802-0188 gitlab-ci labels
