We cannot untick the lock in template

Hello

We cannot untick the lock in template, when we untick it an save it stay ticked.

Steps to Reproduce

1. Create a template
2. Edit the template and untick "locked" and save
3. Edit the template again and the "locked" is still ticked

Expected behavior:

Save the unticked state

Actual behavior:

It always stays ticked

Reproduces how often: 100%

changed milestone to %FusionDirectory 1.4
