Allow plugins to easily take part in the user locking process

Actual behavior

There is code for SSH and Samba in core for user locking.

Expected behavior

This code should be in the plugins, and it should be easy for plugins to take part in the user locking process (supann for instance for fd-plugins#5907 (closed) )
