Apply template action is missing

Description

In 1.4 the apply template action is missing from the menu, and the create object from this template icon is missing from template objects in the list.

Expected behavior:

Be able to apply a template to a user (or to any object?)

Be able to create an object from a template using an action icon.

Actual behavior:

These actions are missing while they are present and working in 1.3
