Template filter should work as any type filter

Right now in %FusionDirectory 1.4 the template filter filters for templates of the other selected types.

But the UI does not reflect this and it makes little sense anyway, especially for users where there is only one type, we should be able to show templates while hiding users.

So the template filter checkbox should act as a type filter showing templates for all types managed by this management class.
