Readme file should be corrected and maybe merge into readme.md

Descriptive title for this enhancement

Our actual readme file should be corrected and maybe merge into readme.md and the part about localisation and such should redirect to the developer manual

Actual behavior

The contrib/docs/README is mixin lots of different stuff

Expected behavior

Have all the important info into the README.md

Benefits

More info for the newcommer, easier to find
