No ACLs for dashboard

Description

There are no ACL visible for Dashboard.

Expected behavior:

There should be some kind of way to give rights on dashboard to manager and other kind of people connecting to FD.

Actual behavior:

Only the admin see the dashboard because its ACL gives him rights on everything but there is no way to show the dashboard for any other kind of user.

Additional Information

Optionally we could decide that the dashboard should show as soon as the connected user has enough rights to read some of its info (managers would see the users tab of the dashboard).
