Missing check for package php-filter

When Systems plugin is installed (Maybe even without it?), any attempt to edit the configuration of FusionDirectory results in this error: Fatal error: Call to undefined function filter_var() in /usr/local/www/fd/include/class_tests.inc on line 276

Fixed on FreeBSD by installing this package: pkg install php56-filter

Suggestion: Throw an error to the user if the PHP package is not installed.
