Remove the smarty plugins file from the include directory

The smarty plugins file should be stored in another directory than the include. It would avoid to make a symlink from the smarty plugins directory which is an operation that can be forbidden with several paranoid server configurations.

A better solution would to have the smarty plugins in a contrib directory in stead of having them in the application code and copy them during the installation step. It would avoid to have duplicate code (in smarty plugins directory and in the include/smarty directory)
