The logout screen should be redone (session expiry)

It has an inconsistent and old style and is an un-needed step before relogin. We should end up on the login page directly, with an error message at the top about the expiration.

Removed htaccess login and the logout page, logout workflow is much cleaner. Locale update is needed.
