fusiondirectory-setup is unable to use TLS

When using TLS, fusiondirectory-setup does not work

FD uses "ldap_start_tls":http://www.php.net/manual/en/function.ldap-start-tls.php which reads ldap.conf Argonaut directly reads ldap.conf

We should do the same in fusiondirectory-setup
