moving smarty var from variables_common.inc to variables.inc

Hello,

now that we only support smarty3 it would be a nice idea to move the path from the variables_common.inc to variables.inc

we also have to add this in fusiondirectory-setup in the write vars so people can select the place of the smarty libraries

this will help people installing from tarballs
