Some clean is needed in the tpl organization.

Setup should use headers.tpl and not its own setup_headers.tpl. The header display that is in setup, login and recovery should not be duplicated in several tpls. password recovery should reuse the login tpl for the page skeleton.

A lot of *-list.tpl are useless, in this case we should re-use simple-list.tpl (even if we're not using simpleManagement).
