[Sieve] - A new Sieve plugin - isolated from other plugins and current mail logic

As several IMAP server can use Sieve, and we got a request to be able to deactivate the Sieve server in the cyrus plugin, we decided to build a new Sieve service that could work with lots of IMAP servers

Inside FusionDirectory it will be able to work along :

  • Cyrus
  • Dovecot
  • Zimbra (if we can acces with the sieve protocol)

We will use the net-sieve libray https://packages.debian.org/bullseye/armel/php-net-sieve
