[User-reminder] - Remove the old logic of user-reminder, forcing the usage of orchestrator tasks logic

We have to remove the previous logic of user-reminder working with argonaut. It is no longer maintained and orchestrator handls most of its previous feature.

Only remain, ppolicy logic in Orchestrator.
