[fd-plugins] - User-reminder issue when supann is subStatus is set to none.

When the user is redirected to the token page for account prolongation. If the subStatus of supann is none existent, either in the user or in the tasks itself. We have an error message and the account is not prolonged.

The issue was clearly because the task can set a "none" value for a subState. The creation of the supannEtatDate entry was taken without substate but missed a supann character ':'.
