[Mail] - New menu entry reference to functional mail and members assignments

Concept

We need an interface to manage member assignments to a specific functional mail. (Boite fonctionnel).
Renater Partage or Zimbra will need to be updated with a component to take the creation and members assignments correctly.

The new entry will be under Users and Groups.
