[Notifications] - Allowing awareness on different supann states values

The main concept is to defined within notifications the proper logic to analyse the value of a supann state. In this case, the supann state resource (main resource) can be anything, but if the subState is marked as "notification", the proper mail template will be used and sent to proper recipients.
