Private form must not be related to the plugin invitations.

The code must be read and see the differences again between private / public form

A possible solution would be to modify the following condition with an attribute to be checked in the backend for configuration. Allowing to bypass the condition or not : https://gitlab.fusiondirectory.org/fusiondirectory/fd-plugins/-/blob/1.4-fixes/public-forms/include/class_publicFormPage.inc#L168

In the backend it would be a simple bolean : "Allow usage of private form without invitation's plugin installed"
