Cannot select date before today in supannRessourceEtatDate

Description

When filling supannRessourceEtatDate we cannot use a previous date before today, the calander gray them out.

Steps to Reproduce

1. Go to user
2. Create an user
3. Activate supann tab an try to fill the supann status

Expected behavior:

Be able to select a previous end date but not before the start date

Actual behavior:

Cannot select a date before today

Reproduces how often: 100%

I've just pushed the fix for this issue (No merge yet), resolving the problem. We can now create a supann status with an end date prior of today.

But, a new issue rises, we can now create a supann status with a end date prior of the start date... Let me know if this could causes problem along the chain or if this can be "accepted".

After discussion with @bmortier we think it would be better to remove the limit for start date too. In case people want to prepare accounts for future students.

We will do another issue for having more check in depths.

The limits have been removed, commit pushed. We can therefore put a Start Date or End Date at the desired option.
