Error when we install FD with GPG plugin installed

The message " You need to configure GPG base dn through the addons section first " is displayed when we setup FD if the GPG plugin is also installed

@jswaelens Make sure to test the warning still shows if you try to add GPG keys from user tab before configuring GPG from addons section. Also check that this does not cause PHP errors.

Tested on a new reinstall.

No more error message when I install FD and the message is displayed correctly before configuring GPG from addons section (no php error too).
