Dropdown for parent entities is always empty in establishments

Since fixes for #5911 (closed) the field supannCodeEntiteParent is available for establishment to comply with SupAnn recommendations. But it cannot be filled the dropdown is empty.

1. Create an entity
2. Create/Edit an establishment
3. Look at the parent entities field

Expected behavior:

The entity created should appear.

Actual behavior:

It does not.
