Add support for supannRessourceEtatDate in user-reminder

user-reminder should be able to postpone the end date for supannRessourceEtatDate, when state is A and resource is COMPTE.

Actual behavior

Only POSIX expiration can be postponed

Expected behavior

SupAnn state end date should be postponed as well

Step by step description of new behaviour

1. User click the postpone link
2. FD sets the state to {COMPTE}A:SupannSursis (if state was {COMPTE}A:*, otherwise nothing happens)
3. FD adds the delay to the end date, and sets the start date if state was changed
