Forward confirmation to manager does not work when extending the account expiration

Steps to Reproduce

1. Tick the case to forward message for confirmation in FD config
2. Set password expire for unix account
3. Validate the mail and you will not have another mail for the manager for the extending confirmation

Expected behavior:

Have the confirmation mail forward to manager

Actual behavior:

The confirmation mail is not forward

Reproduces how often: 100%
