Forward confirmation to manager does not work when extending the account expiration

FusionDirectory not send a mail with manager in copy when we confirm an account with user-reminder.

Steps to Reproduce
- Tick the case to forward message for confirmation in FD config
- Set password expire for unix account
- Validate the mail and you will not have another mail for the manager for the extending confirmation
Expected behavior:
Have the confirmation mail forward to manager
Actual behavior:
The confirmation mail is not forward
Reproduces how often: 100%
