FusionDirectory ignores "check quality" module of ppolicy

Hello, I got ppolicy working with check_password.so module in reject mode, but when I use the "Password recovery" function the module is ignored and it allows me to select a password with numbers only for example. The check_password.so module works nicely when the password is changed via passwd command.
