PL Section Priority update for Mail Template within Dev Manual

A new item "Mail Template" to be added within Dev Manual, menusections:

## Configuration (conf)

* Configuration - 0-9
  * Configuration - 0
  * (Password recovery - 1)
  * GPG server info - 5
* Import/export - 10-29
  * LDAP import/export - 10
  * OPSI import - 15
* Mail Templates - 30-39
  * Mail Tasks - 31

Although already described here It might be beneficial to add the ID position next to the menu section in the below file as well.
