[Orchestrator] - New endpoint for userReminder allowing to send notification to use with token to extend their account longevity

As the plugin for userReminder is evolving as well, we have decided to create a task in order to send notification to account having an account status actife/sursis with a delay (for example) of 30 and 15 days.

Allowing two notifications by email. This process allows sending a link to the user which will be validated by the userReminder plugin standalone page in FusionDirectory.
