Steps to Reproduce

1. [First Step] Go to "users" for instance.

2. [Second Step] Find a user with no snapshot, the icon is replaced with its alternate text.

Expected behavior:

Icon displayed

Actual behavior:

Alternate text displayed

Reproduces how often:

All the time

Additional Information

Tried clearing navigator cache, FD cache, changing navigator, rebooting server, reverting to breezy or legacy theme to no avail. The icon file is present and unaltered. It is correctly displayed when a snapshot has been taken, and replaced by the alternate text again when the snapshot is deleted.
