The solution seems to be to switch from JSON::Any to JSON::MaybeXS
The Debian package libjson-any-perl that libpoe-component-server-jsonrpc-perl currently depends on says the following:

Right now, we can't use start stop and restart buttons on a service unless it has some LDAP field to store its state, which seems stupid anyway.
What I'd suggest is this:
On the line of each service, we show a question mark.
